It is inevitable that you will have to change your optimisation settings in order to get the best results. However, here are the settings I use most of the time:
The file size of your GIF depends on two main things: the dimensions of the gif and the number of frames. Below are the number of frames I would recommend to you for the dimensions most used on tumblr:
500px x 500px: between 5-10 frames
245px x 245px: between 15-25 frames
160px x 160px: between 35-50 frames
